Effie Speigler

Chef Effie Speigler grew up on the coast of South Florida.  After graduating from the Culinary Institute of America in Hyde Park, New York, Effie honed his culinary skills traveling and working in Northern Tuscany under the tutelage of famed chef Nino Mosca. With his newfound experience reinforcing the importance of seasonality and with a heightened respect for the integrity of ingredients, he returned to New York to head up the kitchens at Medusa.  He later left Medusa to open a catering company in Brooklyn, NY where he and his team prepared seasonal menus for both private and corporate clients. Though he’d always wanted to own his own business, he was lured away from the private chef world by the chance to become the Executive Chef at the up-scale gourmet market Balducci’s. 

In the kitchens of this New York icon, Effie’s team revamped the entire culinary program, showcasing his passion for and knowledge of the culinary world. It was just a short hop from Balducci’s, therefore, when Effie became part of the opening team at the Met Life Stadium, cooking for the NY Giants and NY Jets. There he could combine his two loves; food and sports. His team developed menus and presentations that highlighted the cuisine of the regions of the country of whom the Jets and Giants were playing each week. Effie now serves as the Sports & Entertainment Executive Chef at the Stadium here in Oakland.

Since moving his family to Oakland, Effie has whole-heartedly embraced his new hometown and with partners Steve and Temoor, he is incredibly proud to bring his experience and farm-fresh foods to the community at Steel Rail.


Temoor Noor

Temoor Noor was born in Kabul, Afghanistan and comes from a vibrant family of designers, entrepreneurs and chefs. Temoor came to the restaurant business by way of a winding path of travels and experiences that have spanned the globe. After receiving a degree in Urban Environment Design & Landscape Architecture from UC Davis, he worked with sculptural and urban design projects around the world, from Europe to South and Central America, Southeast Asia and throughout North America. But, blending the talents of his chef mother and his entrepreneur father, his true passion is the food business and, over the years, Temoor has opened and managed a variety of restaurants and bars. Here in Oakland, Temoor has opened the Tribune Tavern, Lungomare, The Grand Tavern, Penelope and Vo’s Restaurant.

As a designer, he loves to create spaces that people enjoy, inspired by William Blake who wrote, "To See a World in a Grain of Sand and a Heaven in a Wild Flower, Hold Infinity in the palm of your hand and Eternity in an hour".  So now Temoor has teamed up with partners Effie and Steve to bring joyful, community-focused, casual dining to Jack London Square with Steel Rail.
